Independent academics gave the council a sound report card on reducing congestion.
But Mayor Tom Tate copped a barrage of questioning, not just from the usual suspects but even those on his “leadership team” concerned about some of the proposed funding items.
During proceedings a council insider remarked: “There has been no consultation with councillors or the public about this mid-life review.”
The item was scheduled just before the mayor left for an overseas trip and councillors returned to special budget meetings.
