City council clarifies entry details
atrons entering most Horsham Rural City Council facilities must be double vaccinated against COVID-19.
Horsham Rural City Council confirmed details in keeping with the latest Victorian Public Health Order that came into effect on Friday last week.
The following council facilities will only be open to fully vaccinated people: Wimmera Business Centre; Mibus Centre Horsham Library, Horsham Regional Livestock Exchange – from
November 29, noting that first vaccination needed to occur by October 22; Horsham Town Hall; Horsham Aquatic Centre; and council owned or managed community facilities that are used by community groups.
The following council facilities are open to all residents: Horsham Civic Centre reception area; Kalkee Road Children’s and Community Hub by appointment only.
Council staff are placing signs at the entry to any premises or event where proof of vaccination will be required.
Staff will not request proof of vaccination from visitors to the civic centre reception area.
The council is also working with community and sports groups to clarify arrangements for council-owned facilities such as halls and sports clubrooms.
Mayor Robyn Gulline urged the community to work together with the council to ensure the safety of all.
“Our municipality is in a really good position to embrace a gradual return to a more normal range of activities because of our high vaccination rate,” she said.
“Now is the time we must all stand together, be kind to one another and allow some extra time and consideration for others, particularly our frontline council staff who are doing their best to serve our residents.
“We are almost at the finish line and have done so well to get this far – together we will get through this difficult period.”
The council will accept two types of proof of double vaccination as valid: • A paper copy of the Australian Government – Services Australia – Medicare immunisation history statement with the COVID-19 immunisation status ticked. • Digital proof of vaccination via the Service Victoria check-in app or Mygov app.
At this stage of the roadmap, the proof of vaccination request will apply to any person who is 16 years and older.
The rules do not apply for people with vaccination medical exemptions.
