The proponents of a $1bn resort and equestrian centre project at Toolakea have been reviewing how they deliver environmental studies to cut upfront costs amid the fallout from the Covid-19 pandemic but have said they could begin construction in 2022. The state government reports its co-ordinated project declaration lapsed in March.
