Apart­ments blocked

THE Metro North-West De­vel­op­ment As­sess­ment Panel has pushed back a de­vel­oper’s bid to dou­ble the num­ber of apart­ments in the Whit­fords ac­tiv­ity cen­tre.

Scen­tre Group ap­plied to amend plans ap­proved last Novem­ber for the En­deav­our Precinct in Hil­larys, propos­ing to in­crease the num­ber of apart­ments from 42 to 87 and the height of one build­ing from six to nine storeys.

The change would have also in­creased the value from $32 mil­lion to $42 mil­lion and re­sulted in a short­fall of 76 com­mer­cial park­ing bays.

At the July 10 panel meet­ing, Scen­tre Group’s An­drew Carville and Ur­bis di­rec­tor Kris Nolan said changes were mi­nor and could be con­sid­ered as an amend­ment to the orig­i­nal plans.

How­ever, three of the five panel mem­bers agreed with the City of Joondalup’s rec­om­men­da­tion to refuse it for con­sid­er­a­tion as it sub­stan­tially changed the ap­proved plans.

In mov­ing that rec­om­men­da­tion, Joondalup Coun­cil­lor Chris­tine Hamil­ton-Prime said the orig­i­nal plans had the “right bal­ance” of res­i­den­tial, com­mer­cial and park­ing el­e­ments.

“The amend­ments are not mi­nor but sub­stan­tially change the ap­proved de­vel­op­ment,” she said.

Cr Philippa Tay­lor said it would be “dan­ger­ous” to con­sider the changes with­out pub­lic con­sul­ta­tion, al­though City staff and the ap­pli­cant had said con­sul­ta­tion was not nec­es­sary given the lo­ca­tion in the shop­ping cen­tre precinct.

Pre­sid­ing mem­ber Karen Hyde said the in­creases would cre­ate a “some­what in­hos­pitable en­vi­ron­ment” for peo­ple liv­ing in the block.

Ms Hyde sug­gested if a new ap­pli­ca­tion rather than an amend­ment was lodged, it could come up with a bet­ter out­come.

In op­pos­ing the rec­om­men­da­tion, panel mem­bers Sheryl Chaf­fer and Fred Zuide­veld said the land uses and build­ing foot­print of the de­vel­op­ment had not changed.
