Potential for transport hub to link services
The Drouin railway station precinct has the potential to be developed as a transport interchange that links the town’s public transport services, according to the draft Drouin Township Plan.
The draft plan sets a vision for Drouin to be a well-connected town with a compact town centre that supports all modes of transport including train, bus, walking, cycling and car travel.
Recommendations outlined in the plan suggest the railway station should be integrated into the overall town centre by providing direct access to and from the station via foot, bike, bus and car.
Tract Consultants suggested council establish a station area master plan that would outline strategies to improve access and provide improved integration with the town centre.
“The master plan should cover a range of alternative proposals from ‘quick wins’ to longterm strategic and visionary proposals.
“Quick wins might include better pedestrian access and wayfinding signage, while long term strategic proposals may include the capping of the railway line to better utilise the land immediately over the station.,” the draft plan states.
Consultants said a mobility hub could be created by including park and walk options that will cater for demand without requiring people to drive through the town centre.
It also is recommended that the location and design of existing bus stops be improved at the train station and throughout Drouin as part of any streetscape upgrade.
Council also will advocate for improved bus services including higher frequencies, additional services, user focused timetabling and higher reliability.
The plan said free car parking at and around the station will mean that even relatively modest increases in people catching the train have the potential to significantly impact on the amenity of the town centre.
“There is an opportunity to further integrate the train and bus services to create a more seamless experience.
“The master plan should consider the area surrounding the station and include pedestrian, cycling and bus networks.
“It should give consideration to people with varying mobility needs whilst also promoting links to Princes Way and near-by car parking areas.
“Any future provision of significant car parking specifically at the station or in the town centre generally, should be carefully considered to avoid adding unwanted congestion in the town centre.
“To meet the future vision of Drouin as a vibrant regional town with local character, it is important to consider the future of the station precinct as more than a transport interchange but a vibrant part of the town centre,” the draft plan states.
