“The biggest” and “the lowest” are the superlative forms of the adjectives “big” and “low”. “Busy” ends with “-y”, so its superlative (“the busiest”) ends with “-iest”. For longer adjectives, use “most” (“the most beautiful”). The superlative of “good” is “best”.
