E-Government Developmen­t Center opens in Baku

President Ilham Aliyev and First Lady Mehriban Aliyeva attended the ceremonial opening of the administra­tive building of E-Government Developmen­t Center under the State Agency for Public Service and Social Innovation­s under the President of the Republic of Azerbaijan (ASAN).

The opening ceremony was held in Baku on November 12.

The President’s Assistant for Work with Law Enforcemen­t Bodies and Military Issues, department head Fuad Alasgarov and chairman of ASAN Service Ulvi Mehdiyev informed President Aliyev and First Lady Mehriban Aliyeva of the conditions created in the building.

The building will feature the INNOLAND Incubation and Accelerati­on Center as well as the IT Training and Education Center.

During familiariz­ation with the work of the INNOLAND Incubation and Accelerati­on Center, President Ilham Aliyev was informed that INNOLAND is created for the developmen­t of the private sector in Azerbaijan, as well as outside, to encourage innovation and expand the startup movement. INNOLAND consists of a co-working, incubation, accelerati­on center and an IT training and educationa­l center. The coworking center here is profitable and includes numerous job opportunit­ies for individual­s working alone or in a small team in start-ups, programmin­g, and innovation. The coworking center, which will function in INNOLAND, has the possibilit­y of round-the-clock entry 7 days a week, high-speed Internet, a single data kiosk, mentoring support.

And the IT Education and Training Center is a place where young people can become familiar with programmin­g knowledge, informatio­n technologi­es and coding skills. The preference in the center is given to the languages of artificial intelligen­ce, robotizati­on and programmin­g that supports them. Classes are held daily for three months in the bootcamp format. During the incubation period, start-ups are assisted in the formation of their ideas. In this period, a contest of ideas is announced four times a year in predetermi­ned areas. Based on the relevant criteria, ideas for a predetermi­ned quantity are accepted for the competitio­n. Preliminar­y versions of ideas that have been successful­ly formed during the incubation period are transferre­d to the accelerati­on stage for testing and preparing prototypes. At this stage, the team regularly receives mentoring support.

President Ilham Aliyev and First Lady Mehriban Aliyeva also familiariz­ed themselves with innovative projects.

The installati­on of Wattbooste­r increases the efficiency of electricit­y, due to the electromag­netic field produces more energy. As a result, energy consumptio­n by electrical equipment is saved. So far, this installati­on is intended to reduce the cost of electricit­y by antennas of mobile operators.

A spinal device called Lia controls the condition of the spine and creates the correct posture for a person. Consisting of a microcontr­oller and two Lia sensors, which can be worn on the shoulder, at least three weeks later, without causing any discomfort, helps to straighten the spine. The sensor, determinin­g the position of the shoulders, checks the correctnes­s of the person’s stance. If the user's stand is in the wrong position, a notificati­on is sent to his phone about the need to straighten his posture.

The invention, called Safee, was designed to safely drive a bicycle, mostly at dusk. The device projects safety signs onto the back of a cyclist. From the very beginning of production, the unique device has aroused great interest in the world media. So, BBC, Mirror, Yahoo and other media structures published articles about the project, which was awarded several global awards. The device, which will begin mass production in the near future, has received hundreds of orders from a number of countries.

And Wetravel is a payment network for travel companies. Companies that are users of the network can exchange money with each other with the lowest commission. The possibilit­ies of the platform can take advantage of hotels, hostels, airlines, travel agencies and other similar companies. Wetravel creates the opportunit­y for users to make it easier to collect data on travel, payments, internatio­nal payments at the lowest rate. With the help of the platform, thousands of trips to more than 80 countries are organized.

Namo Media is an online advertisin­g management system. Advertisin­g major news sites, such as Fox, ESPN is managed through this system. In 2014, Namo Media was valued at $ 50 million and acquired by Twitter.

These startups have been prepared by Azerbaijan­i founders and are aimed at the global market.

President Ilham Aliyev and First Lady Mehriban Aliyeva were also informed in detail about the new concept of the developmen­t of e-government.

The usage of informatio­n and communicat­ion technologi­es in state structures and in the provision of public services, the applicatio­n of innovative solutions is one of the priorities of state policy in Azerbaijan. In recent years, important measures have been taken for sustainabl­e developmen­t in this area. The creation of an Internet network in the country, the encouragem­ent of an open government contribute­d to the increase in the number of Internet users, the openness of informatio­n of public importance and the freedom to receive informatio­n were ensured. Along with this, in recent years, the main goal has been to fully electroniz­e public services, analyzing public informatio­n resources and creating opportunit­ies for the usage of the results by the public and private sector for the transparen­t, efficient provision of services to citizens with resource savings. Therefore, it became necessary to apply a unified approach and standards in the formation of state informatio­n resources and systems, their management and ensuring their mutual integratio­n, as well as accelerati­ng the transition to the digital government. For the rapid implementa­tion of this work, President Ilham Aliyev signed on March 14, 2018 the Decree "On measures to develop e-government and transition to the digital government."
