The UAE Cabinet approved a package of decisions to support service providers for federal entities and institutio­ns. The decisions came as part of the government measures to support the UAE economy in light of the spread of the novel coronaviru­s (COVID-19) and also as part of the package of economic facilities provided by the UAE government to all supporting groups and entities in the government work system.

To this effect, the Cabinet approved a decision instructin­g ministries and federal government entities to accelerate payment of suppliers’ dues within 15 days from date and exempt the suppliers in federal government contracts who were affected by the novel coronaviru­s from delay penalties for 3 months renewable.

According to the decision, the purchases of federal government entities will be directed towards suppliers and small and medium enterprise­s operating in the country by no less than 90 per cent.

The Cabinet approved a package of federal government initiative­s to support business continuity and provide additional stimulus of Dhs16 billion to the national economy as a complement to the economic packages totalling Dhs126.5 billion recently announced by Abu Dhabi, Dubai and the UAE Central Bank.

The UAE Cabinet also approved the issuance of regulation­s on violations of precaution­ary measures and instructio­ns to curb the spread of the coronaviru­s. This comes as part of the government measures to prevent any negative repercussi­ons from the spread of the novel coronaviru­s (COVID-19) on the society and also as part of the government efforts to maintain the health of the community and the safety of citizens, residents and visitors.

The regulation­s stipulate that individual­s and facilities are prohibited from violating the precaution­ary and preventive measures, instructio­ns and duties related to maintainin­g health and safety and preventing the risks of the spread of the novel coronaviru­s (COVID-19) as issued by the Ministry of Health and Prevention, Ministry of Interior and the National

Emergency Crisis and Disaster Management Authority (NCEMA). These include violating quarantine conditions, mixing with infected people and other measures issued by the relevant authoritie­s.

A fine of no less than Dhs500 and no more than Dhs50,000 will be imposed on anyone who violates the precaution­ary and preventive measures, instructio­ns and duties issued by the aforementi­oned authoritie­s. The fine will be doubled if the violation is repeated and the offender will be referred to the NCEMA public prosecutio­n at the Federal Public Prosecutio­n if the violation is repeated for the third time.

In any case, the violation may be referred to the NCEMA public prosecutio­n at the Federal Public Prosecutio­n if the violation constitute­s a punishable crime in accordance with the laws in force in the country, in which case the facility will be closed for no more than 6 months, extendable.

Meanwhile, the UAE Cabinet approved a decision to form an interim committee to deal with the negative effects on the national economy due to the novel coronaviru­s. The committee, which will be chaired by Sultan Bin Saeed Al Mansouri, Minister of Economy, and will consist of representa­tives from all relevant entities authoritie­s, comes as part of the government measures to prevent the repercussi­ons of the spread of the novel coronaviru­s (COVID-19) on all sectors, particular­ly the economic sector. It also comes as part of the proposed measures to support the UAE economic sector.

The decision came after the cabinet had approved a package of federal government initiative­s to support business continuity and provide additional stimulus of Dhs16 billion to the national economy as a complement to the economic packages totalling Dhs126.5 billion recently announced by Abu Dhabi, Dubai and the UAE Central Bank.

The committee will propose the necessary measures to reduce the negative effects of the coronaviru­s on the UAE human resources and economic sector and submit the same to the Cabinet.
