IGP wants Noor murder suspect name on ECL

- Tariq Butt

ISLAMABAD: Islamabad’s Inspector General of Police (IGP) Qazi Jamilur Rehman has instructed the investigation team probing the brutal killing of Noor Mukadam to seek the placement of suspect Zahir Zakir’s name on the Exit Control List (ECL) so that the accused did not flee Pakistan.

Noor, 27, daughter of former Pakistani diplomat Shaukat Mukadam, was found murdered at a residence in Islamabad’s upscale Sector F-7/4 on Tuesday.

In a meeting with the investigation team, the IGP told them to recommend to the relevant authority that the suspect’s name be placed on the no-fly list.

He also instructed the team to acquire Zakir’s criminal records from the United States and United Kingdom, and told them to approach the relevant authority to make it happen. The police chief recommended that the evidence collected from the crime scene be sent for forensic analysis.

“The case should be concluded in the light of concrete evidence at the earliest. All the requirements for justice should be met so that the culprit be handed severe punishment,” a police spokesman said.

Meanwhile, the Pakistan Ulema Council (PUC) has demanded that the cases of violence and abuse against women and children be heard by anti-terrorism courts and a time limit be set for verdicts in such cases.

It urged Prime Minister Imran Khan and Chief Justice of Pakistan Gulzar Ahmed to take notice, and expressed its concern over the recent surge in cases of violence and abuse against women and children.

“Cases such as Noor Mukadam and Usman Mirza bring disrepute to the country and the nation,” the statement read, adding that such cases were an indication that terror, frustration and sexual violence were on the rise in society.

Earlier, a police officer supervising the investigation of the case said, “The suspect who allegedly brutally killed the daughter of a former Pakistani diplomat in Islamabad was completely sound and in his senses when arrested from the murder scene.

Talking about different claims on social media about the killing, senior superintendent of police (SSP), Investigation, Ataur Rehman told reporters that when the police arrested Zakir, he was sound and in his senses. “He may have had a past history of taking drugs but at least at this time he was completely in his senses,” the officer said, adding that the drug usage was not the domain of the police investigation.
