BERA’S MONEY- BACK POLICY

On Tuesday evening, the Botswana Energy Regulatory Authority announced that the Sebele Centre filling station increased fuel prices four and half hours before the time that the increase should have officially begun. BERA has now asked motorists who filled up at this station between 1930 hours and midnight to ask the station to refund them for the extra charge. While faulty in many ways, BERA’s money- back guarantee can be knocked into shape and adopted by many more government department­s. There should be a way that the Botswana Examinatio­ns Council, Botswana Qualificat­ions Authority and employers can work together to refund students who are short- changed by ( mostly fly- bynight) schools. Econometri­c modelling can be used to calculate the pula value of the discrepanc­y between fees paid to an institutio­n and the actual learning that occurred. The Botswana Health Profession­als Council should also be able to work with the Botswana Patients Council to calculate how much reimbursem­ent is due to a patient who paid a private medical doctor huge sums of money against actual health benefits derived from the treatment they received. And of course where this mathematic­al science permits, it should also be applied at red- light districts.
