BERA’S MONEY- BACK POLICY
On Tuesday evening, the Botswana Energy Regulatory Authority announced that the Sebele Centre filling station increased fuel prices four and half hours before the time that the increase should have officially begun. BERA has now asked motorists who filled up at this station between 1930 hours and midnight to ask the station to refund them for the extra charge. While faulty in many ways, BERA’s money- back guarantee can be knocked into shape and adopted by many more government departments. There should be a way that the Botswana Examinations Council, Botswana Qualifications Authority and employers can work together to refund students who are short- changed by ( mostly fly- bynight) schools. Econometric modelling can be used to calculate the pula value of the discrepancy between fees paid to an institution and the actual learning that occurred. The Botswana Health Professionals Council should also be able to work with the Botswana Patients Council to calculate how much reimbursement is due to a patient who paid a private medical doctor huge sums of money against actual health benefits derived from the treatment they received. And of course where this mathematical science permits, it should also be applied at red- light districts.
