Following the announcement of the demise of her Majesty The Queen on Thursday, President Mokgweetsi Masisi declared an official period of mourning which would include flying the flag at half-mast until the funeral next week
Monday. However, it seems the memo did not reach some ministries because some flags were yet to be lowered around the city at the time of going to press.
Why has there been a delay in executing a presidential order? Could it be because many bosses in government are on acting capacity?
