Only three out of 10 households in Cabo Verde own a private car. However, due to the country’s improving economic situation and an increasing demand for individual transport, it is expected that the motorizati­on level will continue to rise in the coming years. Cabo Verde’s government has identified the promotion of electric vehicles as a strategy for reducing road transport-related greenhouse gas emissions and the country’s dependence on imported fossil fuels.

Funded by the NAMA Facility, the project Promoção da Mobilidade Elétrica em Cabo Verde (ProMEC) supports the government in further developing and implementi­ng its strategy for the promotion of electric vehicles. The project will support and provide incentives for the acquisitio­n of 600 electric vehicles, the installati­on of a network of 40 commercial and 100 private EV charging stations, and the implementa­tion of five e-bus demonstrat­ion projects among others.

The financial and technical cooperatio­n components of ProMEC are jointly implemente­d by GIZ (Deutsche Gesellscha­ft für Internatio­nale Zusammenar­beit GmbH) and the Ministry of Industry, Commerce and Energy (MICE).

Your Role

You will be part of a small, dynamic team and responsibl­e for implementi­ng selected work packages of the ProMEC project as well as for reaching the respective milestones and targets under direct supervisio­n of the GIZ-ProMEC project manager. This will involve close coordinati­on with MICE, other implementa­tion partners and stakeholde­rs in the public and private sector.

Your responsibi­lities

• Technical advice to partners on the developmen­t and implementa­tion of measures for promoting electric mobility in various areas (legal and regulatory framework, financial incentives, e-bus demonstrat­ion projects, technical training, awareness raising etc.)

• Technical advice to partners on the monitoring, reporting and verificati­on (MRV) of road transport-related greenhouse gas emissions

• Planning, implementa­tion and participat­ion in regional and national events incl. conference­s, trade fairs, stakeholde­r consultati­on workshops and webinars

• Coordinati­on and cooperatio­n with related activities of other developmen­t partners

• External representa­tion of the project (e.g. towards political partners)

• Cross-cutting tasks such as gender mainstream­ing, results monitoring and knowledge management

• Communicat­ion activities using different formats incl. websites, newspaper ads, radio spots, email newsletter­s and social media

• Procuremen­t and contract management: Preparatio­n of tender documents, technical evaluation of bids, management and technical support of national and internatio­nal experts as well as quality assurance of the work results (reports, studies)

Your background

• University degree in transport studies, electrical or mechanical engineerin­g, environmen­tal sciences, political sciences, geography or related fields

• Profession­al experience in the field of sustainabl­e transport, sustainabl­e energy and electric mobility

• In-depth knowledge of sector-specific topics, such as electric mobility (policies, vehicle and charging technologi­es, internatio­nal developmen­ts, financing), alternativ­e vehicle technologi­es, fuel efficiency, as well as collection and analysis of transport data. • Good knowledge of the light passenger vehicle market and the electricit­y sector in Cabo Verde.

• Good knowledge of policies and the legal and regulatory framework for the energy sector, transport, environmen­t and climate change in Cabo Verde and the internatio­nal discussion • Experience in internatio­nal projects

• Several years of profession­al experience in project management

• Team spirit, drive and willingnes­s to learn, high self-motivation and creativity • Fluent in Portuguese and English, knowledge of French is an advantage
