Un­til re­cently in Vietnam, only fe­male vic­tims were pro­tected by laws on sex crimes and hu­man traf­fick­ing, which made it hard to pros­e­cute cases in­volv­ing male vic­tims. “While some peo­ple were sym­pa­thetic, or even an­gered, by re­ports of... ex­ploita­tion, oth­ers con­sid­ered that the boys could not be vic­tims be­cause they ap­peared to go will­ingly with the pae­dophiles,” said an NGO worker.
