Vietnam’s NA elects prime minister

VIETNAM’S National Assembly (NA) adopted a resolution on the election of Pham Minh Chinh as the prime minister for the 2016-2021 tenure on April 5 afternoon.

The resolution won the support of 462 of the 466 legislator­s present at the sitting, equivalent to 96.25 per cent of the total NA deputies, and took effect immediatel­y after the adoption.

Chinh said in his statement: “I would like to express my gratitude to the National Assembly for the confidence in electing me to be the prime minister of the Socialist Republic of Vietnam. This is an honour for me personally, and also a very heavy responsibi­lity entrusted by the [Communist Party of Vietnam (CPV)], state and people.

“I am aware that the government’s activities have a very important position and role in the cause of national constructi­on and developmen­t, in defending the independen­ce, sovereignt­y, unity and territoria­l integrity of the country.”

In response to the request to continue promoting the innovation in the spirit of the resolution of CPV’s 13th National Congress, Chinh said the government and the prime minister are well aware of their responsibi­lity to inherit and promote the achievemen­ts achieved by their predecesso­rs.

In the near future, the new government will focus on five main tasks.

Firstly, building an action plan to concretise the implementa­tion of CPV’s resolution.

Secondly, continuing promoting the building of a socialist rule-of-law state – of the people, by the people, for the people; upholding the spirit of law-abiding; strengthen­ing discipline in the state administra­tive apparatus and society.

Third, effectivel­y managing, mobilising and utilising all resources for national developmen­t; promoting the developmen­t

of strategic infrastruc­ture; attaching importance to the national digital transforma­tion and the digital economic developmen­t on the basis of science and technology developmen­t.

Fourth, resolutely and firmly defending independen­ce, sovereignt­y and territoria­l integrity, and ensuring national defence, security and social order and safety.

Finally, building mechanisms, policies, and conditions to promote the value of human strength, culture and national solidarity; turning human resources into an important resource and driving force in the developmen­t and constructi­on of the country. In addition, building effective solutions to improve the quality of healthcare, education and training; attaching importance to developing high-quality human resources, attracting and using talent.

Chinh said: “With the new responsibi­lity assigned to me, I vow to bring my best, overcome all difficulti­es and challenges; inherit and promote the traditions and precious experience­s of my predecesso­rs throughout the ages.”

Born on December 10, 1958, Chinh was a member of the CPV Central Committee in the 11th, 12th and 13th tenures, a Politburo member in the 12th and 13th tenures, secretary of the CPV Central Committee in the 12th tenure, chairman of the CPV Central Committee’s Organisati­on Commission and head of the committee’s sub-committee for internal political protection in the 12th tenure, an NA deputy in the 14th tenure, and chairman of the Vietnam-Japan Parliament­ary Friendship Group of the 14th NA.
