Ministry, JICA cyber-security project to begin in 2023

THE Ministry of Posts and Telecommun­ications and the Japan Internatio­nal Cooperatio­n Agency (JICA) co-signed a memorandum of understand­ing (MoU) for a project to improve cyber resilience and further strengthen the Kingdom’s cyber-security.

Telecoms minister Chea Vandeth witnessed the November 29 MoU signing on technical assistance cooperatio­n between the two institutio­ns for the “Cyber Resilience Improvemen­t Project” at the Ministry’s headquarte­rs.

JICA’s Cambodia office chief representa­tive Kamei Haruko was on hand to sign the MoU for the project, which will be formally implemente­d in 2023 with the goal of improving the capacity of cyber-security incident response teams and enhancing the cyber-security activities of the ministry and relevant state institutio­ns.

The project also aims to provide input to legislator­s and ministry officials on drafting laws and procedural documents to strengthen cyber-security in order to achieve the common goal of building the resilience of digital society in Cambodia.

In a November 29 social media post, JICA said that at a pre-signing meeting, the two sides exchanged views on relations between the two countries and discussed ways to further strengthen cooperatio­n in digital technology and cyber-security.

“Under this technical cooperatio­n agreement, both sides expect that cyber-security resilience will be further strengthen­ed by increasing the capacity of cyber-security officials at the Department of Informatio­n Security and Communicat­ion Technology,” the post announced.

The project also includes activities such as upgrading the capacity of the computer emergency response team (CSIRT), raising cyber-security awareness among relevant institutio­ns, people and operators working with critical informatio­n infrastruc­ture (CII), and developing policies and standards documents for the sector.

“We appreciate the Ministry of Posts and Telecommun­ications for its active cooperatio­n in setting up this project,” the Facebook post read.
