CONDUCT FULL-SCALE EMERGENCY RESPONSE EXERCISES
Trans Mountain must complete full-scale spill-response exercises, both on land and on Burrard Inlet. It must demonstrate its ability to contain a 160-cubic-meter release of diluted bitumen into the inlet from Westridge Marine Terminal, as well as a credible worstcase land spill scenario at Burnaby Terminal. Trans Mountain must notify the NEB, local authorities, first responders and all exercise participants and observers—including local aboriginal groups—at least 45 days prior to each exercise. The company will see to it that a third party has assessed the emergency response exercises and will consider that party’s feedback for future exercises.
