Language ability makes for happier immigrants. Hence a mandatory test for basic language abil- ity or minimum language proficiency is a good policy both for Canada and its economic immigrants seeking jobs in Canada.
Economic immigrants made a lot of sacrifice before their immigration. They voted with their feet to come to Canada because of better living condition for themselves and a better future for their children.
Equipped with a basic command of English or French, economic immigrants at least would not have communication problems working as taxi drivers. They could also easily upgrade themselves in the post-secondary institutions with the hope of securing better jobs such as technicians or paramedics if unable to work in their chosen fields as doctors or engineers.
No matter how long immigrants stay in Canada, it is understandable that most could not speak English or French as fluently as nativeborn Canadians.
It is unrealistic to expect economic immigrants to contribute immediately to our economy and integrate into Canadian society once they hit the Canadian ground. But hopefully, their children will be able to complete their unfulfilled cultural integration.
