When is a majority not a majority?

So ... the majority of city council votes to terminate the 2026 Olympic bid but that is not enough. In the meantime, a vote of 50 per cent plus one is all that’s required in the plebiscite to spend $390 million of our money. Why is a supermajor­ity not required to spend so much?

The fact council ignored the recommenda­tion of the chair of their own Olympic committee means either there is a lot of “posturing ” going on for the press that we are unaware of, or council is afraid to make a decision — both not very appealing.
