Building ring road oh so slowly

Why didn’t contractors know that power-line relocation would delay the southwest ring road two more years? I liked that sign with the cute kid with the caption, “Please slow down, my dad works here.” Perhaps the sign should now read: “My grandfather worked here, my father is working here now and when I get old enough I will work here also.”
