Sarah Harmer co-founded Protecting Escarpment Rural Land in 2005, an organization that has campaigned to protect the Niagara Escarpment from further development. “I felt compelled to learn more about it and understand how land use decisions are made. Initially, it was both confusing and daunting, just understanding how levels of government give the green light or red light to these big extraction projects,” she says.
