Boat wreck toll rises

SANTO DOMINGO / The death toll from the capsizing of a boat trying to take some 70 migrants from the Dominican Republic to Puerto Rico has risen to 16, authorities said Sunday. Another local Dominican official said so far, only 16 survivors had been taken to safety, but authorities believe more people may have survived the accident.
