Runnerup can take the seat

I do not think Jim Prentice should be obligated to pay for a byelection. As in most competitions, if the winner does not fulfil the role due to disqualification, abdication or cold feet, it is common practice to have the runnerup declared the winner and take on the position. I am sure all Albertans would be delighted, and most Calgary Foothills voters too.
