Alberta’s ‘massive’ debt simply a myth

Could someone please explain to me why nearly everyone thinks Alberta has this massive debt and is spending too much.
As of April 2019, Alberta has the second-lowest per capita debt ($11,912) of all the provinces in Canada with Newfoundland more than twice as high at $25,678. Ontario and Quebec also are over $22,000. What am I missing here?
