As Japan marked the fifth anniversary of the March 11 disaster, the coast guard resumed underwater searches for some of the more than 2,500 people still missing. Stretches of Hirota Bay have been reclaimed for building seawalls. Relatives fear that the remains of their loved ones might be buried forever.
