2017-19 capital works program: “(Studies) were done, from 2010 to 2015, on all the road, water and sewer networks to understand the evolution of the degradatio­n of these assets over time. Globally, (they) demonstrat­e that the maintenanc­e deficit, in kilometres, tripled during the five years that were studied. Thus, despite the increased efforts and investment­s made by the city of Montreal over the last two years, the analyses show a deteriorat­ion of the road, water and sewer networks . ... According to this picture of the situation, it is necessary for the city to invest more and that the implementa­tion be done at an accelerate­d pace.” Justifying cosmetic work: “The significan­ce of this target is directly related to the city of Montreal’s willingnes­s to eliminate the maintenanc­e deficit of the road network in five years by intensivel­y rehabilita­ting the roadway instead of reconstruc­ting it.” Road maintenanc­e deficit: $2.2B as of 2016 Timeline to overcome deficit:
