These days, instead of racking up gargantuan steak house bills, government­s are more likely to waste money on illadvised economic developmen­t schemes — particular­ly if it involves something trendy like green energy, the CTF says. Thus is the case of the former Thunder Bay Generating Station, a former coal plant that was converted to burn biomass. But due to a technical oversight, it can only burn imported biomass from Norway.
