January 29, 1946 — Justice Ivan Rand, the arbitrator in the historic and highly contentious Windsor Strike (Sept. to Dec. 1945), delivered his report, which included what became a fundamental principle in union security. Known as the Rand Formula, the decision permitted the mandatory collection of dues from all employees benefiting from union protection, whether or not they desired union membership.
