While I agree that we need to do whatever is necessary to stop the spread of COVID-19, why close small businesses while box stores remain open? Instead, why not set a limit of customers based on floor space? If a store, restaurant or bar has 100 square feet they can admit one customer. If they have 1,000 square feet they can admit 10 customers ( or whatever ratio public health officials deem safe). That seems more equitable. Some customers are better than none at all.
