responsible government, unlike irresponsible journalism, does play by some rules. The prime minister must be an elected member of Parliament. The regal prerogative invested in the office of governor general does not extend to appointing a prime minister who has no seat in the people’s house. So, with due respect to ryan reynolds, who might otherwise be a worthy candidate for Canada’s highest office, there’s a world of difference between Hillside and Parliament Hill.
