The Saskatchew­an Medical Care Insurance Bill, the first plan in North America providing universal coverage, was introduced in the provincial legislatur­e. The 1960 election was fought over the issue, and doctors campaigned against it. They resolved not to practise should the Act pass, and when it did, on July 1, 1962, most closed their offices. The two sides eventually signed an agreement.
