The Boundary Waters Treaty was signed by the United States and Britain (on Canada’s behalf). Each country pledged that the boundary waters between them would not be polluted to the detriment of the other’s health or property. An International Joint Commission was created, controlling water disputes and reporting on environmental issues relevant to the signatories. A significant international agreement of the time, it was a model for environmental dispute resolution.
