Hopeless on procurement

Many thanks to Matt Gurney for finally clearing up the mystery surrounding the failing shipbuilding program. It's incompetence and it's enduring. And worst of all, Canadians don't seem all that concerned. For the rest of us who actually care about government ineptitude, Gurney's column provides some cold comfort. In the words of Stafford Beer, an operations research guru, “I feel much better now that I've given up hope.”
