Flooding caused by torrential rains killed 10 people, destroyed 22,488 homes and left thousands homeless in the Saguenay region
of Québec. An inquiry later reported that the region’s system of dams was poorly maintained. The waters were so powerful an
entire shopping complex was swept away. Scientists observed
the event as a natural disaster likely to occur once every 10,000
years.
