What do we do about irresponsible cyclists?

I was driving from Laurier Avenue south on Percy when I encountered a cyclist coming north, not in the cycling lane but the other side of the road, making an already narrow road narrower. Obviously I didn’t hit him, but who is to protect drivers from irresponsible cyclists? I do ride a bike and am careful of the rules, but whose fault is it if the cyclist doesn’t obey the rules?
