Why the confusing photograph?

The decision by Ottawa city council to expand mandatory mask requirements in apartment and condo shared spaces is a wise one. With the pandemic far from over and colder weather approaching, the enhanced risk of transmission is obvious.

Why then did the Citizen confuse the message by including a photo of a handful of “anti-mask” protesters?

Their ignorance and wilful disregard for public safety does not deserve the attention you gave them.
