Man accused of abduction, murder, has violent history

Now accused of murder and abduction, Jonas Budd’s standoff in northern Saskatchew­an last week was his second time holed up with a firearm and surrounded by police.

Parole documents show the man charged with abducting his ex-partner’s daughter, killing her boyfriend, and fleeing toward Manitoba has a history of violence, weapons misuse , and addiction that extends to early adulthood.

“At your hearing, you seemed to show little insight into your violence and seemed to blame others for your offending. Despite your guilty plea for your current violent offences, you still claim that you were not at fault,” National Parole Board members wrote in 2009 when denying Budd’s request for full parole.

He was sentenced to prison for two years, four months and 14 days for a “spree” of crimes in 2007 and 2008.

The documents say Budd called 911 in 2007, told the dispatcher, “This one’s for you,” and fired a gun, then said, “the next one’s for me,” and hung up the phone.

“You made threats to the RCMP to kill as many as possible before killing yourself,” the board wrote.

Budd drove off holding a gun, and police followed. A standoff ended when he got out of the vehicle and shot himself in the chest.

The next summer, Budd punched a 10-year-old girl in the stomach, the documents indicate.

He also punched and spit in the face of an unnamed girl or woman.

In August 2008, he threatened his ex-girlfriend, then the next day, threatened to kill the woman’s sisters and family if she did not come to see him.

The next month, the same woman told police Budd had threatened her family again.

In 1990, when Budd was either 18 or 19, he shot two arrows through a plastic sheeted window, narrowly missing adults and children in the house. That same year, Budd shot at the walls of a house with a .22 rifle while several people were inside.

He also beat up his sister and chased her friend.

In 2006, he stabbed two men with a knife while drinking.

“It cannot be clearer that the incidents cited above are an indication of behaviour that demonstrat­es your potential to commit an offence involving violence,” the board wrote.

In prison, Budd was referred to rehabilita­tion programs and a psychologi­st. He didn’t complete the treatment.

In May 2010, he was granted statutory release with the conditions of staying away from drugs and alcohol, to have no contact with any of his victims, and to report all new friendship­s and intimate relationsh­ips to his parole officer.

About five months later, the board revoked his parole after he didn’t show up to where he was supposed to be living.

In four decisions over two years, the parole board says Budd’s substance abuse and emotional problems likely stem from his “horrendous upbringing/childhood.”

Budd, 43, was arrested late Thursday night after a 20-hour standoff with police in Sturgeon Landing, near the Manitoba-Saskatchew­an border.

A dramatic two days began early Wednesday, when a man broke into a home in Lac La Ronge, shooting 17-year-old Dustin Bird dead, and kidnapping his girlfriend, 17-yearold Kayla Natomagan.

Budd had previously been in a relationsh­ip with Natomagan’s mother, Erica Hennie.

RCMP issued an Amber Alert Wednesday morning, circulatin­g Natomagan and Budd’s pictures and telling the public he was armed and dangerous.

Police in Cranberry Portage, Man., found Natomagan later on Wednesday, but not Budd. They believed he’d run off into the bush.

They later found him inside a Sturgeon Landing house.

Budd is charged with first-degree murder in the death of Bird, kidnapping with a weapon, breaking and entering, uttering threats, pointing a weapon, possessing a dangerous weapon and possessing a firearm while prohibited.

Budd also faces outstandin­g charges from last year, including accusation­s relating to breaking into a La Ronge house and pouring kerosene onto Hennie’s bed, threatenin­g another woman by email, and breaching court-ordered conditions.

He’s scheduled to appear Monday in La Ronge court.
