The In­ter­na­tional FA Board (IFAB) are look­ing to adopt penal­ties that are only one shot, mean­ing that re­bounds would be re­moved. It would mean that the ball would be dead once the keeper had saved the penalty and a goal-kick would be awarded. IFAB are also dis­cussing the pos­si­bil­ity of ban­ning subs in stop­page time to com­bat time-wast­ing - man­agers often make changes in in­jury time to kill some time and see the game out.
