NEW YORK—THE man ac­cused of send­ing pipe bombs to crit­ics of U.S. Pres­i­dent Don­ald Trump was or­dered held with­out bail af­ter his first court ap­pear­ance. Ce­sar Sayoc hugged his lawyer af­ter a hear­ing in which As­sis­tant U.S. At­tor­ney Jane Kim called him “a se­ri­ous risk of dan­ger to the pub­lic and a flight risk.” WASH­ING­TON—CANADA might rat­ify its new North Amer­i­can trade deal with the United States and Mex­ico even if the U.S. doesn’t drop its tar­iffs on Cana­dian steel and alu­minum, Prime Min­is­ter Justin Trudeau says.
