West Kelowna council highlights
DCC ROADS PRIORITIES
Council took part in a workshop to finalize the City’s 20-Year Road Development Cost Charges (DCC) program that identifies road network improvements partially funded from development. Funding from DCCs is as follows: Rural Arterials 60.6%, Urban Arterials 72.2%, Wine Trail 73.9% and Intersection improvements 80%. West Kelowna has received $2,542,368.76 from the RDCO for the DCC Reserve. The municipality has collected about $13.4 million in road DCCs ($1.4 million annually) since incorporation. Several projects have been completed, including Gellatly Road Phases I to III, Boucherie Road – Wine Trail Phase I and II (underway), Brown Road and Westlake Road. There is $9.1 million in the DCC account, of which $5.25 million is allocated for the Wine Trail Phase II. The City estimates an average budget of $3.5 million every two years for improvements; design will be done one year, construction the following year. For the 2019 budget, Council directed staff to include the design of Gellatly Phase 4 and Glenrosa Road, Glen Abbey to McGinnis, as highest prioritized projects.
GLENROSA DEVELOPMENT
Council gave first and second reading to bylaws relating to a 2.55-hectare property at 2734 and 2736 Lower Glenrosa Rd. The application is to allow the development of townhomes on the properties, which currently have one single-family home each. The application will now be scheduled for public hearing.
AGRICULTURAL WORKER DWELLINGS
Council gave third reading to a Zoning Amendment Bylaw to update the City’s regulations for agricultural worker dwellings. The move will bring the City’s bylaw in line with regional standards for these types of dwellings as well as incorporate changes to the regulations to ensure better standards of living.
MT. BOUCHERIE SCHOOL PARKING
Council agreed to issue a variance to allow School District #23 to place three new portables at Mt. Boucherie Senior Secondary without required parking stalls for the 2018-19 school year. Council placed a condition on the permit that the School Board provide a parking study and detailed parking plan by March 31, 2019. Parking congestion in the area is common with a variety of users accessing the area which includes the West Kelowna Municipal Hall, two arenas, pickleball courts and the high school.
