Bill C-23 takes away students’ right to vote

I’m in full agreement with Hannah Morikawa’s article, which urges her age group to get out and vote. However, Bill C-23 gives on the one hand the vote to anyone who attains their 18th birthday but on the other hand takes it away when they leave home for higher education. The enumeratio­n that gave voters a voter informatio­n card allowed people to vote wherever they lived. There has never been evidence these cards allowed fraud and now C-23 removes the vote from eligible voters. Is this democracy? I’m confused.
