By­laws are driven by com­plaints

The writ­ers are cor­rect and in touch with their sur­round­ings by writ­ing about the vis­i­ble eye­sores. It is my un­der­stand­ing that many by­laws are com­plaint driven. Folks are re­luc­tant to fin­ger point in­frac­tions for fear of reprisals. By­laws should be changed by all mu­nic­i­pal­i­ties to re­place those bare gums with teeth. By­law of­fi­cers will be busy but the re­sults should clean up the en­vi­ron­ment. Garry Young, Can­field
