City is not proactive on litter

Obviously Brad Clark does not know his own city regulations about reporting dumped garbage or graffiti. The city does not act in a proactive manner. They are reactive. It requires a citizen report before any departments respond to the concerns he mentions. I live in the area near Mohawk College and our neighbourhoods have turned into slums. Houses are ramshackle and litter is strewn on lawns and never gets picked up. The city requires that I call a bylaw officer to make a complaint and then the renters only get a notice to comply. They don’t care. They don’t own the property. If you don’t like the rules Mr. Clark, CHANGE them! We will all benefit.
