Why no charges?

I would really like to hear the Hamilton Police Service’s reasons for not prosecutin­g the owner of the Binbrook home which was flying the Confederat­e battle flag. That flag, to me and thousands of others, is a symbol of hatred toward the entire African-Canadian community. I believe the charge should be laid under Sec. 319(2) “Wilful

Promotion of Hatred (communicat­ing in a public place, including words spoken or written or recorded electronic­ally or electromag­netically or otherwise, and gestures, signs or other visible representa­tions).”
