Selling debt II

I was wondering if the Bank of Canada has already decided to sell the public debt. I find this very disturbing that the bank has not made this public or discussed more fully. What are the pros or cons that affect the Canadian public? Who will really benefit from such a decision? As an individual, how do we contact the proper channels to voice our concerns? Why is no person or identity accountable to the Canadian public?
