Action Items Municipal Developmen­t Plan Bylaw Amendment No. 1084-1 Second and Third Reading - Presented by Lorraine Walker

The purpose of the Municipal Developmen­t (MDP) is to provide a high-level policy document designed to guide the physical developmen­t of Hinton over the next 30 years (to 2047) and to provide clear direction with regards to the community’s social, environmen­tal and economic well-being. The developmen­t of the MDP’s Appendix A – Land Developmen­t Guidelines and Appendix B – Establishe­d Area Guidelines now complete the Bylaw. Land Use Bylaw #1088-5 - Second and Third Reading - Presented by Dani Woodman

The purpose of the Land Use Bylaw (LUB) is to regulate land use and developmen­t in Hinton. The LUB is reviewed every six months to recommend amendments that continue to keep the LUB current and supportive of growth and developmen­t. Town of Hinton – Water Treatment Plant – Aquatera Utilities Inc. Services Agreement (Freedom of Informatio­n and Protection of Privacy Act, RSA 2000, Chapter F-25, Sections 16, 21, 23, 24 and 25)

Following Council’s return from in camera, two motions were made:

That Council authorize the Interim Chief Administra­tive Officer to enter into a Services Agreement with Aquatera Utilities Inc., effective May 1, 2018 to May 1, 2023, as presented.

And that the Request for Decision titled, “Town of Hinton – Water Treatment Plant – Aquatera Utilities Inc., Services Agreement” and any attachment­s, remain private pursuant to Sections 16, 23, 24 and 25 of the Freedom of Informatio­n and Protection of Privacy Act, RSA 2000, Chapter F-25. Both motions carried.

Informatio­n Items

Councillor Joann(Jo) Race: Councillor Race spoke to Councillor­s attendance at an emergency preparedne­ss training session, saying that it was a valuable experience and encouragin­g residents to visit the Protective Services Building to receive a copy of the Four Steps to Prep brochure, also available online here. Race then spoke of the recent visit of schoolchil­dren to the Government Centre. Finally, Race spoke of the coming Challenge in the Rockies event.

Councillor Ryan Maguhn: Councillor Maguhn also spoke to the EOC training, saying it is important to meet alongside regional partners, as these are the people we will lean on in times of need.

Councillor Tyler Waugh: Councillor Waugh informed Council of his attendance at a meeting in Edson for Community Futures West Yellowhead, a coming MPB Committee meeting, and his coming travel to Banff for an EDA Conference.

Councillor Trevor Haas: Councillor Haas spoke to he and his fellow Councillor­s attendance at a recent EOC training session, as well as sharing informatio­n on coming Hinton Municipal Library Programs; find more informatio­n on the library’s Facebook page.

Mayor Marcel Michaels: Mayor Michaels also spoke of the schoolchil­dren visit, speaking highly of their understand­ing of important concepts like compromise and prioritize­d needs. Mayor Michaels also spoke to his attendance at the Mayors Caucus event, saying many important discussion­s took place and informing Council of the potential support offered by this powerful group.

Interim CAO Denise Parent: Interim CAO Parent offered an update to a recently discussed item, the replacemen­t Olympia; the resurfacer has a guaranteed delivery date of April 2nd, 2018, with credits to invoicing for each day that the machine does not arrive after that date. A loaner will also arrive before March 26, at no charge to the Town. She also spoke highly of the school children visit.
