Nov. 6 meeting

Council Code of Conduct Bylaw. Second and Third reading of Bylaw 2228, amending the Council Code of Conduct Bylaw, was approved by Council. The amendments include the addition of an informal complaint process and adjusts the formal complaint process.

Financial Reporting Policy. Council has adopted Financial Reporting Policy F-FR-1 as presented. The policy outlines how Administra­tion will report financial matters to Town Council. Following discussion at committee, the policy was adjusted to lower the trigger amount for capital project reporting from $1,000,000 to $500,000. The reporting trigger for legal services was also lowered from $10,000 to $7,000.

Recreation Complex Demolition Request for Proposals (RFP). Council has awarded the RFP for the demolition of the Edson and District Recreation Complex to Visco Demolition Contractor­s Ltd. In the amount of $339,500 and approved a $400,000 budget to cover any cost overruns. Visco’s proposal provided the best overall value and was lowest in price of the bids submitted. The company is currently in the process of completing demolition of the Evergreen School and expects to begin work at the Recreation complex in the next few weeks. Estimated completion time for the demolition is the end of March 2019.

Evergreens Foundation Letter. Council has accepted a letter from the Evergreens Foundation as informatio­n. The letter outlines the group’s plans to consolidat­e with the Pembina Housing Authority and incorporat­e 51 additional housing units into their operations.

Next meetings - The next Committee of the Whole Meeting is scheduled for November 13, 2018 at 5 p.m. The next Council Meeting is scheduled for November 20, 2018 at 5 p.m.
