No debates planned for Ashburnham Ward

At last week's excellent mayoralty candidates meeting I asked an Ashburnham ward candidate when there would be an election meeting for that ward. He said that he was not aware of anything scheduled. This is a significant democratic deficiency. Should it be the responsibility of the municipality to ensure that there is a candidates meeting in all wards?
