Second meeting set for proposed Kawartha Lakes rural zoning bylaw
Residents are invited to learn more about and provide comment on the municipality’s proposed rural zoning bylaw.
Hosted by the city’s planning advisory committee, a public meeting is set for Wednesday in the council chambers at city hall, starting at 7 p.m. The meeting will also be livestreamed online at youtube.com/c/CityofKawarthaLakes.
The meeting is expected to provide the public an opportunity to understand and comment on the proposed rural zoning bylaw which will regulate the types of land uses and the character, height, location, size and massing of buildings for all subject lands.
These are all lands outside of the urban settlement areas of Bobcaygeon, Fenelon Falls, Lindsay and Omemee, as delineated in the City of Kawartha Lakes official plan. The proposed bylaw excludes lands subject to the Oak Ridges Moraine zoning bylaw (2005-133).
The proposed bylaw will update and harmonize existing bylaws — there are currently 14 — and will apply a streamlined and consistent zoning framework to rural areas.
Staff undertook a review and consolidation exercise in 2019, the first since amalgamation in 2001. The Planning Act requires a new zoning bylaw be prepared to be consistent with and implement the official plan, which came into effect in 2012.
Those interested in speaking during the meeting are asked to contact the recording secretary via clerks@kawarthalakes.ca by 4 p.m. on April 10. Speakers will have five minutes to make their comments once called upon by the committee chair.
Questioning of or debating with the members or staff is not permitted. Questions should be made during the five minutes allotted. Comments must be directly related to the content of the report(s). Committee members may choose to ask speakers followup questions or ask staff to respond.
Those wishing to speak to the matter via Zoom are asked to email the clerk at clerks@kawarthalakes.ca, including their first and last name, email address where the Zoom meeting link is to be sent and any visual materials such as pictures or a PowerPoint presentation by Wednesday.
Written comments should be sent in by Tuesday to agendaitems@kawarthalakes.ca so members have them in case there are difficulties joining the electronic meeting.
The proposed bylaw is available online at jumpinkawarthalakes.ca/ruralzoningbylaw or obtained from the project lead Jonathan Derworiz (jonathan.derworiz@wsp.com).
The bylaw will regulate the types of land uses and the character, height, location, size and massing of buildings for all subject lands
