The NDP and Liberals say that Prime Minister Stephen Harper, when he was a Reform MP, argued in 1994 against omnibus budget legislation. “We insist upon having a debate on the floor of the House of Commons on each section of the omnibus bill because this should not be one bill,”harper said in debate over the Liberal government’s budget bill. “We have a chance to right some . . . of the questionable practices we have fallen into.”
