The Black Mountain Irrigation District (BMID) is an improvement district operating within the boundaries of the City of Kelowna and the Regional District of Central Okanagan. BMID is an autonomous local government body responsible for the provision of water for the benefit of residents and agricultural users within the community. BMID is the largest improvement district in the Province. As of January 1, 2014 we have a service population of approximately 22,550. We serve approximately 5,273 parcels of land with 5,790 connections, of which an estimated 5,350 are residential with the remainder being commercial, industrial, and institutional connections. In addition, there are over 860 agricultural irrigation connections.
This is the Chief Executive Position for the District, serving as the primary advisor to the 5 member Board of Trustees and providing strategic leadership to ensure the District is operated in a responsible and sustainable manner. The successful candidate will coordinate and review new development within the District, plan and implement system upgrades, monitor maintenance programs and set out Capital Works, Emergency Response, and other plans regarding infrastructure and the provision of water. This position is responsible to ensure compliance with the requirements of the Interior Health Authority, the Ministry of Community, Sport & Cultural Development, The British Columbia Municipal Act and Provincial Improvement District Manual.
This candidate will possess financial acumen, intuitive political judgment, and an understanding of basic engineering designs, environmental approvals and permitting. The position also requires excellent interpersonal skills and the necessary adaptability and flexibility to liaise with various government representatives, engineers, suppliers, contractors, the media and the public. The ideal candidate will have experience in local government issues, with a combination of strong academic credentials, and proven leadership qualities. A strong commitment to excellence in customer service and service delivery is critical.
